We have been researching a short visit (2 weeks) in Cuba with a lot of time in FL before and after. I use nylon web ratchet straps with SS ratchet hardware (the hooks are just plastic coated carbon steel). I can't comment on the early PDQ davit weaknesses, but I know that making sure the load (the dinghy) is securely strapped and cross-tied to minimize any dynamic loading is critical. Dynamic loads can be over twice the static load.
