Theory says ~ 2-3% improvment, or 0.2-0.3kn at 10 knots.

Regarding low speed steerage...

Clean foils help - is the rudder fouled?

But if you are talking about under power, it is all about using the twin screws. It takes some practice, but below 1 knot you use the trottles more than the wheel. There are a lot of combinations to learn, but you will be able to put her anywhere.

When? I need to haul out very soon to paint the bottom only, so that will not be long. At the end of August we will be going around the Delmarva, so that probably will not work; the timing would be too tricky.

You can get those in SS from Sailrite... or West Marine for more money. Still, the damage is probably superficial. If you do remove paint, use strippers, NOT blasting of any type. Local repairs to the coatings and re-fitting a few parts should do it. Also, many areas are far from fittings, like the front beam.
