I don't even know what to call this but is there ever any reason the adjust the tension on the wire (with the turnbuckle) that runs between the port and starboard bows?

Adjustment should not be required as the amount of stretch that would occur over the short length of the cable will have been taken up in the original setting.

Gull striker stay.

Doubledutch is dead on. As long as there is no slack. Additionally, if you look from the front the tube should NOT bow upwards at all. It should be carrying the headstay tension, not the tube.
