Hi Roger
Here is some of the information I've found so far

Customs (315) 455 8446 (315) 455-2271
Champlain Center (800) 827-2851
You can call Champlain Center before you leave Whitby, otherwise call when you
reach Oswego. There are no customs people stationed in Oswego, so you will have
to arrange an inspection. This can occur at Oswego if Customs happens to be
there inspecting a commercial vessel, or at another location, possibly Phoenix

You will need to pay $25 for an annual decal, and a $75 pass for using the canal
system to NY state. You can pay the canal fees at the first lock below Oswego

You will also have to have your boat documented by a state or the National
Vessel Documentation Center prior to entering the US.

Talk with Lynn at PDQ. She will have all fees information and "how to" that you
could need. I believe that all fees (if there were any) were covered in the
purchase closing cost. With NAFTA there is almost nothing. We had a number
provided by Lynn to talk to US customs. They set up an appointment to see the
boat and did not show up. They got diverted somewhere and they then gave us a
number over the phone. Make sure you stress the size and weight of the boat as
they really don't want to waste time on our "little" boats
