Water tank on PDQ 36 (year 1997)

I noticed the other day that one of the straps holding the water tank had pulled
away its anchoring screws
This is not an easy access to repair and I wondered if A) these straps are
necessary and
B) if they are necessary are they sturdy enough to do the job
Any thoughts anybody?
